The mnemonic I learned is that if the country has an 'e' in its (English) name, then they spell it 'whiskey' with an 'e'. From what I recall being told, it was Irish distillers that started using this spelling to differentiate their product from whisky from Scotland, and since the US has had a lot more immigrants from Ireland than from Scotland, their spelling took root in America. Of course there are exceptions, such as Maker's Mark Bourbon which has "whisky" on their labels.
