Well the girl was a courtesan and since they hate templars or if that guy was a templar then they don't care what happens to him and even if that guy was a templar they won't snicth unless threatened,asked by a high rank guy and are good friends with them or unless bribed.(Or if the girl was not a courtesan then ye some normal people hate templars and she is one of them).
