Comments here say this refers to how Jak usually fights a boss afterward. I think Downtown With Brown is referring to how tense and foreboding this track is. It's a great lead up, just like how Koopa's Road leads up to a Bowser Battle in SM64 or even the galaxy games. Basically this track here is dungeon/Gauntlet music before a boss as plenty games do it. Just my thought.
