I think he was more directly referring to the fight against Krew in Jak II. Mizo in his Blitz disguise openly confronted Jak about how he left Krew to die in that explosion while Raine was present to drive a wedge between them.

I can see why they've been struggling to think up a new jak game. They should make a new Jak game where you can visit all the old cities like Haven, The Wasteland, and even Kras. Then they should make up new cities as well. Naughty Dog really should make this happen at some point between all the new Last of Us and Uncharted games that will also hopefully be coming out.
