Being private corporations, both the RNC and the DNC maintain their own rules for nominating candidates. Any American over 34 can run regardless of party (Biden could if he wanted), primaries are not a part of the Constitutional process of electing a president, and there is no law or ethical standard that requires any party to poll its members. But that's all moot - you'll notice there's no shortage of enthusiasm for the Democratic candidates right now.
