We've been through this a thousand times: Makorra literally doesn't work, because they are both stubborn wannabe leaders and they don't trust each other when feelings are invoved. Both of them thrived as soon as they were done with each other and found their own purpose in the world. Korra is no longer stuck in Republic City, because Lin and Mako are taking care of it. Mako is moving up in the ranks of the police force and will likely take over once Lin retires.
