Yeah no Japan is very paperwork based old school stationed type of work ethic. I mean in general when traveling I would recommend to have cash on you and have all your card situation pre prepared(before the trip). Also, Like when you were in Tokyo I'm pretty sure there's a station/section in the train station for cards albeit for money use, bus/transit and dollar exchange to yen
