I agree with you there. This class of destroyer matches perfectly the Arleigh Burke Class ships and the amount of time spent by the JMSDF in training (especially in RIMPAC) is a very good way to make sure Japan has a very disciplined naval force in performing any task... mot much of a choice when the country is surrounded by water indeed. The PLA's Navy would be foolish to think their superior numbers would be an advantage against the JMSDF.
