Well, the JSDF was established to help defend the country from invaders or military conflict, not to be used in foreign conflicts. Also, bringing back the IJA & IJN would just make further countries in Asia worry about invasions or occupations due to their militarization.

IJA Step is the high step with hand swinging, the IJA Style of marching is still retained by police and fire departments in Japan. The Modern marching step of the JSDF is somewhat similar to the US, albeit with british styled arm swinging.
