Tbf, she was only explaining the meaning behind each line. The artist's intention for this song isn't exactly general knowledge and the source isn't readily available (the interview was aired once and not made legally available anywhere because NHK, so the video in the link you provided isn't exactly an above board kinda of source, even if that's where the most accurate info about this can be found). And without that knowledge, anyone who understands the words being sung would think it's meant to be romantic (albeit dangerously so), because that's how he deliberately made it sound, having taken inspiration from the melodrama of old-timey love ballads. Even the narrator in the link you provided said as much. So if we're talking about intention, I think it's safe to say that part of his intent is to mislead. Her takeaway of it being romantic may not be in line with Kaze's true intention behind the words but I don't think it's wrong either because it's up to the listener what they want to take away from a song. Overall, I enjoyed her reaction. It's honest and an incredibly rare perspective as someone who was lucky enough to be able to witness the Budokan concert for themselves.
