Manga designer, Mr. Eisaku Kubonouchi (Japanese: 窪之内英策) created the animation. You can check 窪之内英策 in Google image and you gonna find many his designs. The TV CM was released only on 8th June, 2017 for advertising CUP NOODLE (Manufacturer: NISSHIN) and the theme was adolescent Japanese high school girls. "After school, One side love, Confess, Graduation. Blue Spring (青春) is Adolescence." (We say adolescence as Blue Spring in Japanese.) You can look into his design book called "ラクガキノート 窪之内英策作品集".
