Hmm is the dirt inside the bearings seal and damaging how it works? IF YES PLEASE DO NOT RIDE THE BIKE UNTIL FIXED! a dirt inaide the bearings can damage everything. Use a brush if the dirt is from the outside, I recomend greasing the bearings and lubing the chain:) i need more info to help

if its like rusty and a rust remover doesnt work it would do you some justice to get an affordable dremel with one of those scrubbing attachments im not sure what its called but its good for getting into small spaces and removes little to no metal. Ive got a 1996 steel bike that i restored so every few months to a year i have to polish it or the rust will come hahaha
