actually kenny is based on a friend of matt and trey from school, he used to dress like that and sometimes they can't understand what he saying, he also was from a really poor family and many times he missed classes for several days, so matt and trey used to say that he died as joke, that's the reason on the deaths of kenny in every episode on the beggining of the show

Tldr about Kenny's story: Trey used to go to school with a poor kid named Kenny; who also had a parka and muffled due to it. He would be absent from school to the point that people thought he died; hence why Kenny used to get killed almost every episode

The police officer is probably a satire of how it was legal for police to have sex with prostitutes in Michigan until 2017. The stated reason was so the police could go undercover and not get caught. In practice, some police would offer to reduce tickets/not press charges for sexual favors. Then they would blackmail them because the sex worker had committed a crime while police officer had not. It happens elsewhere but the fact that it was legal made it heinous. The sex workers couldn't go to the police, so physical violence was common.
