Hello. No there's no fee for the hot tub or sun loungers, these are free to use. There is a fee for the beach cabanas.

We are looking to go in October. How are often would you say the tide was in for as we are looking for a hotel we can snorkel at.

They have a area for snorkling. You walk to the end of the jetty and its a mini coral reef on the left. As its pretty far out there was no issues with the tide.

Yes you are. At the end of the long walkway there is also a mini coral reef
