This scene was inspired by the 1987 movie when Kup did the same style of attack on Blitzwing same goes with Bumblebee when Bee transformed and rammed Dropkick which was inspired by Jazz in the first season when he trasformed and rammed Skywarp

For Barricade, I'm still puzzled as to why he was not shown in the second one. As far as Blackout goes, yes he does die in the first one. He is never resurrected. The Decepticon you're talking about is Grindor, practically a clone of Blackout's vehicle, just with a lighter paint job and some minor robotic-face differences.
