I think I can explain the warlord and government dynamic without spoilers. A warlord is allowed to loot and plunder as they please on the condition that they follow government orders when requested. The people chosen to be warlords are interesting in that, yes theyre super strong, but having each warlord's specific influence under government control is way more beneficial. In a way, the government benefits because they suppress pirates with wide influence and power, and the warlords benefit because they don't have to be on the run.

war lords don't help WG by catching pirates, they just help WG when they are summoned and ask for their men power for battle and stuff. basically war lords bounty is frozen and aren't chased by WG and in return they help WG by help them in in wars. WG don't lend them marines when they fight other pirates because its war lords and other pirates personal fight.
