1. In that question, electron is assumed in ground state and for minimum energy so that it can be observed in balmer series is to send it from ground state(n=1) to (n=3). So that there is case that it will come back in balmer series after de-excitation. Hope, it's clear now.

1:24:12 Sir here, that formula is derived by assuming there are large number of electrons in our system of hydrogenic atoms...if we see n(n-1)/2 is number of different kind of wavelength produced. If n = 4 we get ans as 6. Number of different kind of wavelengths = number of distinct transition.. By common sense and if we dont use the formula, in system of large number of hydrogenic atoms, there are multiple electrons. Thus one electron which was present in 4th orbit can travel as: 4-->3-->2-->1. This gives three different wavelengths.. similarly some other electron in other atom may travel as 4-->2-->1 . This gives one different wavelength as wavelength from 2 to 1 is already counted by previous electron. One more electron may travel as 4-->3-->1 which again gives only one distinct wavelength 3-->1. Again one more electron in other atom may travel directly from 4 to 1 which is distinct. This whatever number of distinct wavelengths we got corresponds to number of transitions.. Now in this question, they have given one electron one atom. Okay by formula we get 6 but its single atom and thus if we dont use formula and try to use earlier method: since they asked max number of transition.. hence for max transition I ll make electron go from 4-->3-->2-->1.
