If this were the 30s, 40s, or even the 50s a guy with a gimp arm like Jeff would've been working some kind of job because people had pride back then, and there was no welfare state. My dad used to work construction in the 70s with this old black guy that had legs, but they didn't work, like paraplegic. The dude scooted around on a little skate board thing or something like that and worked his ass off. People are weak, and soft these days, but a lot of that is on the government.
