The Dark-type doesn't actually represent darkness, it represents evil. In fact, the Dark-type is called the Evil-type in Japan. As a result, Lunala being weak to Dark is not as ironic as you might think. Well, the dark type is actually called ''Evil'' type in the original games. So it's not literally darkness but the darkness in your soooouuuuul. And that's the reason why there isn't a Dark type gym. Antagonists are the Dark type bosses :3

That doesn't explain why there have been Dark-type users in the Elite Four, though. If they can be in the Elite Four, there's no reason they can't be Gym Leaders. Anyway, there are plenty of Dark-types that, though their Pokédex entries seem rather ominous, they are more often used by heroic/neutral sorts. Like Umbreon, or Absol.

I'm late to the party but tbh fuck this There are no Dark-Type Gyms because the Gyms are like an example in their towns. It's a collection of local trainers, and since the Dark-Type is all about fighting dirty, they aren't really good examples. The E4 are just strong trainers, almost always nothing more. That's why it doesn't matter.

Most of psychic's weaknesses are common fears like bugs are ghosts since fear could conceivably mess with a psychic's concentration or some junk like that. In English that theme continues as a lot of people are afraid of the dark, whereas evil, as a more nebulous concept, is not such a common fear. So either way, type match ups as a whole don't make much sense.
