You could also just make another HOA. Your building took a week to finish, his was overnight. Does it have proper safety standards? Did he get permission from the local council to build so close to your tower that it encroaches onto the property? Plus he caused damage to your tower and built something and forced you into a business you wanted nothing of by connecting the two towers... oh I hope there's no planes... either way threaten a lawsuit on Steve if he doesn't remove the tower and build farther away that it causes no damage to your own.
