Babies who learn sign language will actually "babble" with signs just like young children will babble in the spoken language they're learning! So maybe that's what West's mildly garbled signs were :)

The sign for cat is when you pull at invisible whiskers at your cheek. Bird is the first two fingers held in front of your nose going up and down signifying a bird beak opening and closing. I took a few sign languages classes. One from a deaf actor and my other teacher was also deaf. But they could also lip read. The deaf actor signed without voice the lady sign teacher did both. I don't know if his acting company is still around. I took some classes in 1989. You can find sign language learning youtube videos.

Baby sign language is a huge thing now because babies can learn it a lot faster than they can learn to speak. So instead of crying and fussing and parents trying to figure out what their child wants or is gesturing to, you teach them sign language and they are able to express what is upsetting them more accurately.

My sister taught my niece sign language because the baby would get frustrated trying to communicate what she wanted and would have screaming fits. It really helps them to tell Mom what's up with a little more accuracy than grunts and various cries.

West is two years old and he has no hearing impairment. Maybe Misha and Vicky thought it would be a cool thing, or maybe they thought it would be good for his development, or maybe they think that more people should learn sign language as babies when their brains are like language sponges (so that hearing-impaired people would be less isolated), or maybe someone just happened to give them Baby Signing Time as a gift, who knows.

It was kind of trendy to do at that time too (at least on the BC west coast). I have a couple of friends who did it with their babies. To me it was very hard to discern that the baby was actually intentionally making signs, but the parents seemed to see it.

Hearing impaired are those of us who are hard of hearing. Being hard of hearing alessis8 is different than deaf. Hearing impaired we can still hear and we can talk. I have high frequency deafness. I can't hear low or high tones you can. I can't distinguish some letters so I lipread. Those you want to classify as hearing impaired that's the only problem. Too many think hearing impaired means stupid. We're not. Or that one needs to talk loud around deaf. Deaf can't hear at all so one doesn't need to raise their voice to them.
