I feel that Mattel always tries to take the safer route and whitewash characters. Jillian in the web series is darker and looks colored but the doll makes her look European decent.

Probably a cost-cutting measure, so you don't have to have too many different assembly lines for the body. Not saying that it being a financial rather than a political decision makes it better
