There weren’t holes in the Albert Hall, they were in Blackburn (Lancs.) after the counted them all they could then calculate how many holes it would take to fill the Albert Hall. But they never did it.

If I remember correctly, they counted the holes in the roadworks of Blackburn, and then assigned each hole to represent a resident of the city. So, when they say they know how many holes it takes to fill the Albert Hall, it's because there were so many potholes on the roads that the same number of people would fill Albert Hall. I think.
