yes I think it’s so important for Jinx’s growth that Isha is mute and (probably) deaf. Isha doesn’t use words to communicate so she never calls her Jinx or Powder, Isha only communicates that she looks up to and trusts Jinx. Isha’s words never conflict with her actions because she only communicates through actions so Jinx can trust and believe that Isha is being genuine.

There's an analysis on it and everything - A lot of traits she portrays are an extreme type of deafness but you could be right. I love how she was able to say her name "Powder" when it used to torment her. Isha healed her in some ways. I might be overthinking it but when Jinx said "you remind me of her" as Isha casually activated the bomb but Jinx casually diffused it,It reminded me of when Jinx tried to help the gang in season 1 with her explosive but it went wrong. She was probably thinking back of those days she wanted to help but "jinxed" it. It almost felt like when a parent has some regret from the past and would like to do everything they can so that their kids would not have to experience it as well.

If you ask me, I think isha proved that jinx was still powder, and isha was able to help jinx realize she's not that all destructive jinx everyone says she is, and I genuinely think It saved her character from a pretty boring ending

Isha is adorable! She is also presumably an accurate portrayal of a child that grows up deaf - including how she looks at lips when trying to figure out what someone is saying and the sound she will make when trying to communicate with gestures and expressions. In so many ways they achieved perfection through their attention to every detail.

There is some argument in the Arcane community as to whether she is deaf or simply mute, but she is clearly non-verbal (making sounds but speaking no words other than "ha-ha" at one point in the series), and correctly signs "again, game" at one point. Either way, there isn't any reason to think she lacks intelligence and she is adorable.

It wasn't an actual bomb though, not a harmful one. So I think that matters too in why Isha was so casual in trying to fix it/set it off (depending on what you believe). Later in the episode we see the same style bombs, but they only explode in colours. Even Caitlyn mentioned that no one was hurt. Those specific bombs are only for dramatic effect. Does that bring more clarity?

People who are mute can still make grunting sounds. For Isha she's likely gone mute due to being born in a bad environment. We also know Isha has issues hearing due to how she has to look at people most of the time to understand what they say, in most interactions if you notice, Isha looks at a person's mouth instead of their eyes, this is common for deaf people due to lip reading
