I like to think he was treated like an outcast by those around him, like he was completely nothing. He then met Dio who saw potential in him and so Ice decided to follow the only person that ever saw his value. In my opinion his stand reflects the idea that he wants to return the favor to the world for treating him as a nobody (by transporting things into the void and thus creating nothingness) and also change it into a world Dio would proudly rule. Though his stand also reflects his wicked and immoral heart, for which he was made an outcast.
