If I had to guess it's because that's the way they evolved. Humans evolved in small, close-knit tribes of a hundred or so. If a chick in that tribe was direct with the first guy that wanted to fuck her, EVERYONE in the tribe would know it. All other potential suitors (who may have been far more desirable genetic matches) would stop pursuing her and depending on the male she fucked's standing in the tribe she could be seen as a female of low worth. I'm a transsexual, so I can't really speak for biological women, but it seems to me that women are more likely to be driven by a desire to find a relationship. In the Aziz Ansari situation, for example, I think the girl expected Aziz to be her Prince Charming. Women are taught (correctly) that if you have sex with a man on the first date, he's less likely to value you as a potential partner. He's more likely to try to "hit it and quit it," which many women don't want. You're supposed to wait a few dates to try to win the guy over with your personality before you give him the goods. Personally, i think that's a legitimate reason to withhold sex on the first date. However, if a girl is simply expecting the guy to take her to dinner out of the goodness of his heart and she has no plans to ever sleep with him then yeah, she's wasting his time. I think the lines get blurred when men and women have ostensibly platonic relationships where one expects sex and the other doesn't.
