Joey is pretty decent about keeping secrets. While he could have blamed Chandler for the sex tape attempt, I don't think anyone would buy that he did it. Monica is more believable. Plus, it would be easier to interconnect everything together. There was no way to explain Chandler's underwear being in Monica's apartment without revealing the truth. Therefore, Monica had to go down alone.
