LoR had a smaller budget for marketing compared to league, that's why we only got an animatic vs a full animation. Especially with how badly it's been performing they now almost have no marketing budget. Makes me sad. LoR is the lifeblood of their lore right now and everything they make helps build the world more. Their MMO they are working on is able to pull everything from the LoR to help build the world so it's a great asset for them in that regards

"This guy" is most likely a man from Piltover. The jungle that Nidalee resides in is between Piltover/Zaun and Ixtal, or to be specific, Ixtal is in the more South of the same jungle and Nidalee kind of hovers in the middle (I believe). It was semi recently revealed that Piltover have been cutting down and or hunting in the jungle, although I don't believe there's much lore on that yet. The main idea of it is to give reason for the jungle people to dislike or be distrustful towards Piltover while also making Ixtal closer to being discovered (Ixtal is like an insanely secretive city that was created by mages who went into hiding after the Icathia vs Shurima war which caused the Void/Darkin war.) Qiyana is apparently planning to come out of hiding very soon though, so my assumption is that Nidalee will end up being pushed down towards Ixtal and Ixtal will retaliate potentially causing a war in the jungle which would be cool. This is unlikely though as Riot doesn't seem to enjoy properly ending stories and would rather push out new ones to make sure the ENTIRE world is thriving / has some kind of action. Note: I'm not an insane lore-diver, but I know a fair amount. If there's anything I got wrong then please feel free to correct me.

This is mostly it. The flavour text of Nidalee's supporting cards is a mixture of creatures/people from the jungle and Piltovan poachers trying to hunt them. (It seems like they caught Neeko at some point, but Nidalee and friends freed them all.)

The guy that looks "out of place" is the leader of Piltovan poachers that are terrorizing the Ixtali/Kumungu Forest where Nidalee and Neeko live. So it's big game hunters hurting nature and protectors of that nature fighting back.
