**According to what some people say, Rockstar was under internal pressure to release RDR2, which meant they didn’t have enough time to finish certain things. (We can even see in the trailers that we would be playing in the Great Plains and Blackwater region with Arthur before we escape to the snow.) With all this pressure, Rockstar probably had a hard time making the NPC version of John Marston playable, so they used Arthur's body model to create the John we see in the epilogue...

What those people say is true. This is one reason why there is so much cut content in the game. And every time someone try to make John looks like 1899 John (shaved beard, long hair), everyone notices that something’s wrong even if they can’t say why Ps : I downloaded a mod making John having 1911 face (John from rdr) and he looks way so much badass !
