Regulation is a legal sanction; rules are subsidiary and made by authorities for local needs. Like shops may close by 7 pm, remain close on saturday-sunday etc are rules by local authorities. They may differ from place to place, organisation to organisation.

As Laski says in the opening words in his Grammar Of Politics, " No political theory of state is ever intelligible save in the context of its time". So, what Mill said was good for his time, today, in a state with overflowing population, abject poverty of teeming millions and serious pandemic issues, the 'expression' must be regulated in public interest.
