The investigation was over once they were informed that he was there on the phone, instead of on the road on a call. It should have been over after that. That they like to ID folks they talk to is a nice ask, but can't be an order because of the 4th amendment. And he stood for his 4th. And the cop couldn't handle that, like most egomaniac cops.
