Do you mean the Microsoft Software License Terms error? A simple Google search had a lot of results but I've still noticed the issue exists with newer versions of Windows.

I would like to ask, I would like to use my home PC and virtual machine to set up a windows server at home. Can I assign a Dedicated IP which is not my broadband ip for this VPS? I want to run website in this VPS and let external pc to remote this vps via IPv4 address. If yes, how do I get Dedicated IP service?

You need to contact your Internet Service Provider (ISP) to purchase a dedicated IP. Usually you can only get these with a business class internet connection.

@@JonGoodCyber Jon Finally, I used VPN company who provide dedicated ip and port forward service. my company is as server now. I can use others PC's RDP and type ip to control my computer and my computer is able to provide web app service. But I would like to ask do you have any suggestion which is better than my current method? And I have more than 1 pc at home now, I want them are also web application server

Using a cloud provider is the best option where you can benefit from a lot of the advantages (scaling, backups, etc.) without having to manage the physical hardware yourself. There are lots of providers that you could use but the most popular are going to be AWS, Azure, and GCP.

Something that I did not show was that you can switch between Core and Desktop Experience without reinstalling the entire operating system, which is great if you want that option when setting things up.

Only in server 2012 not in 2016, server 2019 does have "features on demand" where you can install file explorer etc.
