It's the classic FX sound thats on the drop of Renegade Terrorist by Ray Keith. It was on an old sample CD that a lot of producers used back in the day. There's 2 or 3 of them where you can find most of the classic FX samples of that era.

Just to clear this up: The Bells and Raise were released on 12" in 1999, and on a CD with an additional track called "Approaching." Yet I still refer to this as a single rather than an EP. I will try and upload a version of Approaching as youtube seems to lack one.

Definitely forgot how good this one is. Perfect to slip in half way through a set to have a rest bite from all the bass heavy hard step typical of 97/98. But usually started the set with this cos the drop is a whopper!
