JAC counselling is for colleges in Delhi - NSUT, DTU, IIIT-Delhi etc. Only 15% is allocated for other states, so it is difficult to get for outside Delhi students. You can look in college pravesh and ranks for each colleges to see which college and branch you will get based on your rank

Yes, last year in CSAB round 2 with 67K rank for OBC NCL IIIT kancheepuram mechanical was allocated. You have to fill in JoSAA and then you have to not finalize the seat and then apply for CSAB separately

U should apply for josaa COUNCELLING as u can get some nit or iiit of your homestate

The COUNCELLING fees is high but this will be adjusted later in your college fee And u will get some scholarship I strongly recommend you that you explore about scholarship on KZbin or by experienced teachers

Sir, pls go thru once again about supernumerary seats, it is not 20% reservation out of 100%. supernumerary seats means : The Supernumerary seats are over and above the total number of seats a college intake. Quota category seats or reservation of seats is different from supernumerary seats for female candidates.
