It could just be to understand what she's saying. I do the same thing when speaking to people with other accents. It's easier (for me at least) to watch peoples lips while listening to figure out what words they're saying, seeing as it can be hard to hear correctly with strong accents. But then you still want to maintain eye contact because that's polite so you kinda just flick your focus between the eyes and mouth. Or he could be into her. Idk🤷
