He means the western world. The moon missions were primarily american however the other western countries helped them by supplying parts, monitoring control and lending their best scientists and technicians to NASA.

Bearing in mind they used German technology (V1 rockets). The breaking of the sound barrier was done using research done by the British (which was based on research done by the... that's right, the Germans). So don't give me this "America is so great" crap. Without knowledge and resources pillaged from other countries, they would be nothing. Ever heard the phrase, "Standing on the shoulders of giants"
