That’s a good question. You would need permission even if you fly a nano drone. I would suggest the best way could be to fly outside city limits. In my case, I often work with state tourism boards, so they get the permissions.

Since I typically work with Tourism Boards, they manage the permissions. However, if I’m flying in the green zones, typically you don’t need permission for nano drones. But it’s still good to be careful and not fly at archeological sites without permission.

You can book the combined ticket outside any of the major monuments like City Palace, Jantar Mantar etc. You’ll save time if there are queues, but to avoid crowds you’ll have to reach early morning (typically 8am) when these monuments open. Also avoid weekends if you want to avoid crowds.
