honestly, I don't think Josie can be mad at Lizzie for not telling her that Penelope was going to leave because Lizzie thought she hated Penelope and didn't feel the need to tell her. Josie had all the time in the world to spend with Penelope and it was her own stubbornness that prevented it from happening. All she had to do was read the letter.

I just wanna add that it takes to be a great actor in general to be able to make a difference with just a short screentime. Like her scenes were always just in between. Their farewell scene wasn't even the ending of episode 14. I wish it ended there. But yeah, based on the scene, she might not be back BUT we are all hoping that she would.
