Jostaberry Update - Did it Survive?

I planted a jostaberry. It died. The nursery in northern Wisconsin replaced it. The second plant grew half-heartedly for about three years and died. Crops? Just a berry. True, that.

I'm thinking about buying property in Oregon. I live in SoCal, the land looks good and I believe you guys get a lot of rain. What's your thoughts? What areas should I look? Thank you,
