Because he couldn't stop time to adjust to the disorientation like Jotaro could. There are a lot of times in that series i was like "if only Jotaro were here, he could handle this." Killer Queen was one time I was like, "I don't think Jotaro's got this... I don't think Josuke does either. Okuyashu would have this one down, though." Then bites the dust became a game changer that only teamwork could overcome.

Because in the manga, the move Josuke pulls at the end with the flower pots happens first and he doesn't get punched a bunch of times beforehand. I'm sure he would have had it come to that.

Okuyasu was the hardest counter ever to Kira. Killer queen may be strong and fast, but not to Star Platinum/Crazy Diamond levels which is what it needs to be to overwhelm The Hand or effectively block his right hand in a fistfight. Deploying Sheer Heart Attack against Okuyasu means that he'd instantly lose one of his hands. And anything funny he tries with his bombs, The Hand can just snatch away and delete harmlessly. Like he did in the last showdown. That's probably why he got so few fights. Even being as stupid as he is, he'd crush most of them instantly.
