Joseph never really used his muscles as much as he used his brain, undoubtedly the most intelligent and most agile Joestar. Both Josukes are pretty strong physically I guess. I can’t imagine Tomoko insulting the hair. Given that they were together when the stranger appeared to push their car out of the snow... she likely recalls seeing the stranger’s hair, or at least hearing Josuke’s account of the event afterwards.She probably knows what it means to him... and understands why he is so adamant about it.
