(SPOILER ALERT FROM JOURNAL 3) I think Bill can also travel in time in the mindscape because in journal 3 Blendin says that he made a deal with Bill so that time baby stopped making fun of him but Bill ended up using his body to travel in time and destroy the rift, so yeah, Bill can move around time as he wants but he can't control it and the reason why he didn't travel in time when he was in Stanley's mind it was because that mind was already getting erased and Bill couldn't use his powers, and that also means that even if Stan accepted one of the things Bill was offering Bill still was going to die.
