Fencing isn't the only thing, lot of work on tracks also has to be done - track bed needs to be more smooth as speed increases , automatic block signalling has been done from ndls-ddu so that's not an issue, all Level crossings also to be removed

A combination of Signaling system + Automatic Train Protection (ATP)/Kavach + track upgrade + fencing will enable speeds of 160km/hr. Speeds of over 160km/hr and up to 200km/hr which Vande Bharat and some LHB AC only trains are capable of, would need continuous welded rail to prolong rail life, reduce maintenance, vibration and noise and increase ride comfort. This would need bigger investment.
