Duh, he regained SEPARATE def on his active! Which is greater then his 20% in the passive. His active is calculated like Domain.

on a normal majin power team or teq buu team i think he is a good slot 3 unit and can work as slot 1 if needed and i like him

Goku is definitely hitting harder, but kid buu is more stable. Try another UI Goku fight. It is shorter.
