The technology originated in the USA in the early to mid 1990s with significant contributions from a Japanese scientist, later with contributions from European scientists around 2003 and some patent contributions in later iterations from Chinese nationals. But the technology is manufactured mostly in China with companies that employ foreign nationals, initially using equipment from Germany and the USA, but these days they use equipment made in China too, but they still employ components made in Europe and the USA. So to answer simply, it originated in the USA and now is made in China. There are many such companies like this in China.
