There is generally a base cost monthly, to just have the utilities on. Even if you use nothing in a month, there would still be a bill. Where I live there is anyway. My camper electric is $22 monthly with nothing on. But I cannot shut the electric off, because of course they would charge you to turn it back on! I hope that makes sense.

Judge should not have forced that girl to pay! The reasoning that the judge tried to give was not adequate to me... she gave him enough heads up for him to be able to cover the bills on his own. The girl should take him back to court if possible for the remaining balance. Or she can chuck it up as an L. I believe the judge started to feel sorry for him and ordered him to pay half. But this is a LIFE lesson for him and the judge had the opportunity to enlighten him of why this is a lesson but she chose not to. Im disappointed in the final ruling of the 2nd case. 🙄

The time to give the heads-up is BEFORE signing the lease. Doing so after is too late. Also, the utility bill was in her name, she was on the lease, was currently paying rent and still had stuff in the apartment. Her stuff was using the gas and electricity.
