18 American citizens were incorrectly removed due to flaws in the program Virginia had to remove non citizens. Since it was **proven** there were flaws in their plan/execution that removed legitimate citizens from the voter roll (at least 18 out of 1600, minimum), the actions from the program in its entirety was reversed. The judge decided that, given the proof of those 18, its not reasonable to allow for the inherently flaw action plan of Virginia to possible let a single eligible US citizen from taken off the roll that was over looked when finding the 18 in the pool of 1600. (what about the undetected 19th, 20th, 50th, 100th citizen that could be in that pool? To be disenfranchised with no say or even knowledge, or reasoning?) In other words its not "I am allowing non citizens", its "I'm not allow a policy flawed enough to take real citizens off the roll". Doesn't sound jailable to me. Whoever made a flawed plan that caught up real citizens in the mix however... sounds pretty negligent to me if not malicious.

This really isn't some scandal. It is illegal to remove registered voters within 90 days of an election because the voter doesn't have time to contest the removal. There are almost certainly people improperly included on this list of "noncitizens" who would be disenfranchised. There was a similar case in Alabama in which the state tried to remove 3,251 people voter registration. Of these people it's estimated approximately 2,000 (62%) were actually US citizens. Had the court not blocked this those 2,000 people would likely not have had to time to fix the state's mistake before the election. This ruling doesn't mean that any noncitizens are legally able to vote just because they are registered to vote. It would still be illegal for them to vote and would likely be charged. It does mean that US citizens who are eligible vote won't mistakenly be removed from voter registration. If the state wanted to do it properly then the time isn't a couple weeks before the election.
