No, it's a system of people making daily poor decisions that snowball into terrible situations. The courts are the slave in a slave system, because they have to pick up the pieces after these terrible situations. Situations that could have been avoided if young men and women decided not to have kids at 16. This then leads to a single mother, an absent father, and a young man raising himself. The cycle then repeats itself. I hope you can understand where I'm coming from on this matter.
