I saw the entire episode. The guy technically didn't lose the game against his sister. In APA if you sink the 8 ball off the break you win. If he pocketed the cue ball after the break, and sunk the 8 than he would've lost. Otherwise he technically won, and she owes him 1500 dollars.

It's basically a fun show and by no means intended to represent the US judicial system. Litigants who appear on the show do however have to sign an affidavit to accept Steve's "ruling." It's more of an informal arbitration setup, which also explains why Steve does not even bother to wear a gown.
