They can't "let" him do things that the Constitution doesn't allow. This spending was already approved by Congress. The President cannot stop it. He can ask Congress to pass another bill, so that going forward, things are how he wants, but he can't MAKE them do that. They don't have to do anything he says. They are an equal branch of government with as much power as him.

They frooze a program that would provide solar system for houses with people who have serious life threatening conditions like children with cancer diagnosis, that need medical equipment, regulated temperatures and cold medicine, in places in the US where there are constant blackouts because the grid is unreliable…and im directly affected by this…we had everything ready to start installing this next week, but now the company canceled because of the funds being frooze.
